Biography
Joe Skinner graduated from the University of Wyoming with his BSN in 1999. He finished his Master’s of Science in Nursing (Anesthesia), in 2004. After serving for nearly 23 years, he retired from the Air Force in 2009 and moved to Rawlins in 2011. He enjoys spending time with his family and participating in whatever outdoor activities he can find time for.
